Purchasing Section

The Purchasing Section is responsible for the development and procurement of professional and general service, and commodity contracts. These contracts provide services such as education, medical, substance abuse treatment, electronic monitoring, residential facilities, etc., as well as the purchase of items for resale to offenders.

The department has received special delegations of authority from the Office of Administration, Division of Purchasing for the purpose of purchasing such services and items as substance abuse treatment services, community reentry contracts, and bulk fuel, regardless of the dollar value.

For general revenue funded purchases valued annually at $25,000 or greater, the Purchasing Section serves as the department's liaison with the Office of Administration, Division of Purchasing. The Purchasing Section encourages vendors to check the Office of Administration, Division of Purchasing's website for additional bidding opportunities, to review contract awards, and to register as a State of Missouri Vendor. MissouriBUYS is changing procurement in the State of Missouri

The Department of Corrections is transitioning to MissouriBUYS, the State of Missouri’s new, secure web-based eProcurement system. The department will be posting select formal solicitations (IFB’s) on the consolidated Bid Board in MissouriBUYS rather than on our agency’s bid site. Informal bids (RFQ’s) and some formal solicitations issued by our department will continue to be posted on our agency’s bid site.

As our agency and others transition bid postings to MissouriBUYS, vendors are encouraged to continue monitoring existing agency bid sites in addition to MissouriBUYS, to ensure bid opportunities are not overlooked. Vendors selling products and/or services to the State of Missouri need to register as a vendor in MissouriBUYS.
